I am delighted to be in Bangalore and to have the opportunity to address the Hon'ble Members of the Legislative Assembly and Legislative Council of Karnataka. You are all members of a great institution that gives vision to the state and evolves the legal framework, the policies and programmes of the State. Your mission is to make the aspirations and dreams of people of this state become a reality.

<p class="title1">New Challenges in Brain Research</p><p>I am happy to participate in the 10th Convocation of National Institute of Mental Health and Neuro Sciences. I congratulate the successful and meritorious students of the institute who are being conferred degrees and diplomas in various disciplines. I complement the Faculty members for shaping the young minds and transforming them into valuable professionals.

<p>I am indeed delighted to be with you in this beautiful environment. I greet the Officers, Master Warrant Officers, Warrant Officers, other ranks, technicians and non-combatants of ASTE and Institute of Aerospace Medicine. I commend all ranks for the yeoman service rendered by them while safeguarding the security of our nation. I am aware that this is a very challenging and daunting task.</p><p>ASTE is the Air Force's Flight Test center and enjoys the distinction of being the best training establishment for test pilots in Asia.

<p>I am delighted to be in this divine environment and intract with the students belonging to 350 institutions of Sri Math. My pranams to His Holiness Jagadguru Sri Balagangadharanatha Swamiji and greeting to Principals, teachers, students, parents and other participants. I am happy to learn that Sri Math is organizing the launch of the Development of Education, Skill Formation and Healthcare (DESH) programme in this campus today.

I am happy that the Transparency International India has taken the initiative of arranging this Conference in India, which will give very useful suggestions for improving the governance system. This will also enable maximization of value addition for a given expenditure incurred by the Government in providing the services to the citizens.
