Why there is discrepancy in facilities provided to research students in different institute? You say they belong to DST, CSIR, MHRD, DAE...etc. But all of them belong to the GOVT of India. Is not it? Where is the fault of the student?

Students join different institutions by their choice. The task of the organization are different. The infrastructure and facilities provided by the organization is linked with the task. Hence, the differentiation should not be treated as a differential treatment to the students working in different organisaiton.
