 Dear Friends, on the 38th Anniversary of the Central Industrial Security Force (CISF), let me greet all the hundred and five thousand members of this prestigious security force which includes 3500 women. You have been given the mission of protection and security of the institutions of national importance and economic assets such as space, power plant, oil wells, coal establishments, steel plants, airports, seaports, atomic energy establishment and monuments of national importance.

Security of Economic Establishments

You have a responsibility not only to protect the movement of personnel, but also you have to ensure the security of the assets of the economic establishments. The safeguarding of the economic wealth of the nation has to be done with eternal vigilance, knowledge, use of technology and sharing of the experience periodically on how problems are encountered and solved by various CISF team spread in different parts of the country.

Robustness of security comes out of the integrity of the personnel, personality, training and the technological tools that are used and above all, following and maintaining the traditions set by the great leaders of CISF. CISF has to continuously gain the confidence among the passengers of both foreign and domestic airlines using our airports in the best practices and tradition set by CISF.

Monthly review of important incidents

The Head Quarters and various centres of the CISF should carry out monthly meetings where the unique cases of occurrence in different establishments, where CISF cover has been provided should be discussed in the presence of all the officers. This review meeting should bring out the incidents which have been successfully handled and also those incidents where difficulty has been faced in apprehending the criminals and preventing the crime. This will become an important input for dealing with future problems. Important cases so discussed along with action points should be documented and sent to all the units for study and implementation. Also, the case studies can become a part of the training manual in the National Industrial Security Academy and the Regional Training Centres of CISF.

Information technology in CISF

I suggest that advanced technologies are injected in CISF. The high performance computing, scanning and security systems may be established to detect and unearth the objects and intentions which are the potential security threat to the organizations. The CISF personnel should be introduced to the tools of information technology, which could be used by the low intensity warfare elements for subversive activities and the methodologies to detect and counter them. The personnel should be exposed to the use of internet for this purpose.

Emergence of new Technologies

We should make all out efforts to reduce the number of people deployed in each operation. The advent of new technologies has provided a new dimension for patrolling, surveillance and dealing with criminals and maintaining the security of people and property of the establishments. Advanced sensors have become crucial to forewarn many situations and to improve surveillance. The provision of state of the art communication systems including mobile systems, night vision devices, information technology solutions, micro gadgets and intelligent networking with security can provide better managed solutions for critical operations. It will help you to plan and execute difficult and complex missions with precision. Technology must become a force multiplier for CISF. A combination of electronic surveillance system for the perimeter, use of intelligence data to derive advance information about the intentions of undesirable elements and availability of a mobile rapid action force should enable the CISF to bring down the number of people on Perimeter duty substantially. Electronic fencing and robust communication system will make asset security a purposeful mission with minimum quality human power. Keeping the force on constant mobility will also ensure enhanced vigilance. CISF should aim to become an "Invisible Lean and Thin Smart Security System" in the establishments under their cover causing minimum disturbance to the functionaries of the establishment and the clients and be a deterrent to the mischief mongers.

Suggestions for CISF

I would like to make two suggestions for the consideration of CISF which can enable them to constantly improve the security system of the establishments.

Performance Analysis and E-Governance: An analysis may be conducted about the frequency and the type of crime occurring in different establishments serviced by CISF. Based on this analysis, there is a need to work out a special strategy for combating crimes in areas where the frequency and intensity is very high for ensuring better safety and security of the establishment. Also, there is a need to network all the CISF units in the country and create a "CISF e-Governance Grid", so that rapid mobilization of additional resources can be done in difficult areas at short notice and provide a better form of governance in administration and management of CISF personnel in delivering their services effectively to their clients.

 User Feedback: The top management of CISF may like to conduct a security seminar once in two years, wherein all the chief executives of establishments serviced by CISF can participate and present their views based on their experience on the overall performance, relationship, organization structure and application of technology by the CISF, while providing the security cover. Feedback from this seminar can be utilized for making policy changes of the establishment, improvement in the training programmes, use of higher technology in future missions.

Conclusion CISF is in a beautiful mission, when the nation sleeps during night, CISF teams are awake to keep vigil and protect the wealth generating establishments of the country. You ensure the safety of the passengers traveling by air and thus maintain the economic vibrancy of the nation. I can assure you, that CISF personnel are in the minds of the every Indian. We cherish your valour, your commitment and your devotion. I am sure; the CISF will march from strength to strength in the years to come.
